Commissioners
The OJRSA is governed by a board of nine Commissioners appointed by their respective cities for which they represent. The City of Seneca has four Commissioners, one of whom resides outside any of the Member Cities and is not an employed by any of the Members. The Cities of Walhalla and Westminster both have two Commissioners and jointly appoint one additional Commissioner who also must reside outside any of the Member Cities and is not an employee of a Member.
